Passport Ecnr or Non-Ecnr – Passport Ecnr to Non-Ecnr
As per the Emigration Act (ECNR), 1983 Passport office in India, Emigration Check Required (ECR) passport holder Passport office in India, needs emigration clearance from the Ministry of Overseas Indian Affairs to apply for a visa to the following 18 countries.
The following countries are Afghanistan, Malaysia, The Kingdom of Saudi Arabia (KSA), Libya, Jordan, Yemen, United Arab Emirates (UAE), Qatar, Oman, Syria, Lebanon, Thailand, Indonesia, Bahrain, Kuwait, Sudan, and Iraq.

However, the Ministry of Overseas Indian Affairs has permitted ECR passport holders in Bangalore, the only purpose of traveling abroad with a valid passport, valid visa, and return ticket at the immigration counters at any airport in India on 1st October 2007.
Also, the Ministry of Overseas Indian Affairs has needed ECR passport holders at the Passport Office in Bangalore, the only purpose of working abroad in the above countries is to endorse the passport office in India.
