Passport Ecnr or Non-Ecnr – Passport Ecnr to Non-Ecnr

 

As per the Emigration Act (ECNR), 1983 Passport office in India,  Emigration Check Required (ECR) passport holder Passport office in India, needs emigration clearance from the Ministry of Overseas Indian Affairs to apply for a visa to the following 18 countries. 

The following countries are Afghanistan, Malaysia, The Kingdom of Saudi Arabia (KSA), Libya, Jordan, Yemen, United Arab Emirates (UAE), Qatar, Oman, Syria, Lebanon, Thailand, Indonesia, Bahrain, Kuwait, Sudan, and Iraq.

How can I convert my ECR to a non-ECR passport?

Passport Holders of Diplomatic/Official Passports Documents Required

For Government Employee, their spouse and all children

 

1.   For Government Employee

i.Identity Certificate – Annexure A

ii. No objection Certificate – Annexure G

iii. Prior Intimation Letter – Annexure H 

2. For Spouses of Government Employee

i. Identity Certificate – Annexure A

ii. Marriage certificate

3.   For Dependent Child

i. Identity Certificate – Annexure A

ii. Birth Certificate

iii. School leaving certificate 

Passport Holder educational qualifications of Madhyamik Pass and above

Madhyamik or Higher Educational Pass Certificate

All Passport Application persons above the age of 50 years

i)             Birth Certificate

ii)           School leaving certificate

All Minor children up to the age of 18 years

                                 Birth Certificate

Income-Tax payers in their individual capacity, their spouses, and all dependent children up to age 18 years

1.      i) Proof of Last year Income Tax Assessment Order and Original Tax Payment Receipt.

2.       ii) Income Tax return statement for last one year that is stamped by the income tax department and a copy of the PAN card

3.       i) Proof of payment of advance tax

4.      ii) Applicants Nill Income Tax Return is not eligible for non-ECR.

5.      For spouses – Marriage certificate

6.      For all dependent children –  Birth Certificate or School Certificate

Pass Certificate issued by the Institute

Nurses Profession qualified by under the Indian Nursing Council Act. 1947

Nursing  Certificate
All professional Degree holders, their spouses and dependent children like MBBS,  Ayurved Homeopathy, Journalists, Engineers, Chartered Accountants, Cost Accountants, Lecturers, Teachers, Scientists, Advocates, etc.

1.      i) Professional Certificate.

All Passport Application  persons who have been staying abroad for more than three years

Persons holding Permanent  Visa of UK, USA, and Australia.

However, the Ministry of Overseas Indian Affairs has permitted ECR passport holders in Bangalore, the only purpose of traveling abroad with a valid passport, valid visa, and return ticket at the immigration counters at any airport in India on 1st October 2007.

Also, the Ministry of Overseas Indian Affairs has needed ECR passport holders at the Passport Office in Bangalore, the only purpose of working abroad in the above countries is to endorse the passport office in India.
