Passport Police Verification or Re-verification

 

Police Verification is the most critical stage in the Indian passport issuance process. It serves as the final security check before a passport is granted, ensuring that the applicant is not a threat to national security and that their information is genuine. This full guide explains everything about police verification for Indian passports.

 

Purpose of Passport Police Verification

1. National Security: To verify that the applicant has no criminal background or adverse police records.

2. Identity Verification: To confirm that the applicant is who they claim to be and resides at the declared address.

3. Document Authenticity: To cross-check the authenticity of submitted documents with local records.

4. Citizenship Confirmation: To help establish the applicant’s Indian citizenship.

 

Types of Police Verification Procedures

There are two police verifications for a passport application. It is necessary to complete verification after the passport application within 21 days. Verification types are below.

1. Pre-Police Verification

When it applies: Mandatory for all first-time adult applicants, applicants with a lost passport reporting theft, and for certain cases like expired passports with a gap of more than 3 years since expiry.
Timing:  The verification is initiated after you visit the Passport Seva Kendra (PSK) but before the passport is printed.
Implication: The passport is dispatched only after a clear or “No Objection” report is received from the police. Any adverse report can lead to refusal.

2. Post-Police Verification

When it applies: For most re-issue or renewal applications where the applicant already holds a valid passport with the same address, and for minors (under 18) applying for a fresh passport. This is a trust-based, facilitative process.
Timing:  The passport is printed and dispatched immediately after the PSK appointment. Police verification is conducted after you receive the passport.
Implication: You get your passport faster. However, if an adverse report is filed later, the passport authority can impound or revoke the passport under Section 10 of the Passports Act.

 

Passport Documents during Police Verification (DIB)

You must have documents before police verification or the DIB Office, as given below.

A.  Resident certificate from the local councillor or panchayat pradhan.
B.

Current voter list with your photo.

C.

Voter cards of the father, mother, and applicant.

D.

Applicant Birth Certificate, Discharge Certificate / Polio Card.

E.

Qualification certificate for the father, mother, and applicant.

F.

If a government employee needs an NOC and a pension book.

G.

The old land deed and the BLRO land record are required.

H.

Applicant’s, father’s, and mother’s ID proof and address proof.

I.

All details must be xeroxed and the original.

Police Verification Status Tracking

The process should be completed within 21 days (3 weeks) from the PSK appointment. You can track the status on the Passport Seva Portal

1. Police Verification has been initiated, and a request has been sent to the concerned Police Station.” Your passport application is submitted, and the file is sent to your respective police station.

2. “Police Verification is pending at the police station.” Your application is pending due to police verification.

3. Police Verification Report is Under Review at Passport Seva Kendra. Your police report was sent to the regional passport office for review.

4. Police Verification Report is available.  The Process is complete for police verification.

5. “Police Verification Report is adverse.” or “Status on Hold.” The police sent an incomplete report to RPO because the application documents had not been verified.

6. “Police Verification Report is clear, and the passport is under printing.” It means all police reports are correct, and the passport has been sent for printing. 

 

Common Reasons for Delays or Adverse Police Reports

  • Applicant Unavailable: Not being present at the address during the police visit.
  • Address Discrepancies: Difference between the address in the application and the physical verification.
  • Neighbor’s Negative Feedback: Uncooperative or negative comments from neighbors.
  • Pending Criminal Cases: Any FIR or ongoing case, even if not convicted.
  • Incorrect/False Information: Any discrepancy found in the submitted documents or facts.
  • Lost Passport without FIR: Failure to submit an FIR copy for a lost passport.

 

Important Tips for a Smooth Police Verification

Be Present and Prepared: Ensure you or a responsible family member is available at home for 2-3 weeks post-PSK visit with original documents
Inform Your Neighbors/Landlord:  Politely inform them about the expected visit to ensure they cooperate and give positive feedback.
Ensure Address:  Your application address must match your Aadhaar, voter ID, or utility bills.
For Tenants: Have the rent agreement registered and the landlord’s NOC.
Follow Up Politely: If there is a delay (beyond 3 weeks), you can: Visit the local police station with your Application Reference Number (ARN).  Also, complain to Passport Seva Portal, the District Passport Cell, or the Regional Passport Office (RPO).
For Adverse Reports: 
You will receive a formal notice from the Passport Office. You can submit a grievance or representation with supporting documents to clarify the issue.

Police Verification Re-verification

Re-verification is when the police are asked to conduct the verification process again. This can happen if:

  • The initial verification report was negative or raised concerns.

  • The police officer’s report was incomplete or contained discrepancies.

  • You were not available at your registered address during the first visit.

  • The Passport Office needs clarification on certain points from the initial report.

 

While Status is “Pending”

1. Check Your Application Status Regularly

2. Wait for the Police Visit

3. Ensure You or a Family Member is Available

4. Prepare Documents for the Police Officer

Delay Police Verification

If a significant amount of time has passed (e.g., 3-4 weeks) with no update, you can take the following steps:

1. Contact Your Local Police Station

2. Use the Passport Seva Grievance Portal

3. Contact the RPO (Regional Passport Office) Directly

4. Email to Regional Passport Office 

5. Also, complain to Passport Seva Portal, the District Passport Cell, or the Regional Passport Office (RPO).
